The Garland

The Garland controls Covent Garden's vice trade—every brothel, gambling den, and pickpocket pays tribute or faces their enforcers, the Thorns. Run by a council of madams and fixers with roots decades deep, they communicate through flower symbolism, cultivate loyalty, and prune those who need pruning. The Garland knows nothing of the hidden world, but they notice when someone operates in their territory without permission—and they have two responses: take a cutting, or salt the earth.
